[Design Document]Grpc SimpleMessage protocol upgrade to CloudEvents protobuf format

Dear EventMesh Community,

In order to better support the CloudEvents specification in the GRPC
protocol, the community has decided to upgrade and improve the EventMesh
custom SimpleMessage protocol. Please refer to the attached design document
for the details of the upgrade. The online documentation is available at
