I checked and the .NET versions naturally don't even have a JARLoader because JARs are specific to Java.
No option to recreate something like a ZIPLoader at least not with the zero-resources available to help. 

So to keep all relevant clients working it's crucial to have a folder they can point to even after the VM could likely be gone (or if it's offline like in prior cases)
