JAX-RPC TCK passes on my machine!

For those that may not have heard, late last week I finally got the TCK to
pass in my sandbox.  I've checked in the latest attachments changes this
morning and now the TCK passes on the stock AXIS build.  Sam's automatic
TCK run still has 14 failures, so now we've got to figure out what the
differences are between his TCK run and mine.  Stay tuned...
