Subversion 1.6.17 srpm compatible with RHEL 4, 5, and 6 hooks at github

For anyone, like me, who's wanted a clean RHEL 4 compatible subversion
1.6.17, with source code, to build RPM's with and have consistent versions
with other Red Hat releases, I present:

It's only tested in a few Scientific Linux 4, 5, and 6 environments. Rhere
are some notes in the README.
