Publish 1.9.6?

Hi,

I'd like to see a 1.9.6 release that supports running on Java 17 thanks 
to https://issues.apache.org/jira/browse/DELTASPIKE-1432

Are there any blockers you would still like to work on, or can you start 
the voting process?
