RapidSVN 0.9.3 released (Updated Windows installer)

We had to re-package the Windows installed since it contained non-static 
versions of OpenSSL. On computers that dont have libeay32.dll or 
ssleay32.dll installed cant RapidSVN would not start. Now it uses static 
versions of OpenSSL.
