   ### Description
   
   This is a case introduced when `transmission.latency` added, I will try to implement a mechanism in the backend to calculate metrics for service level consuming-latency.
   
   This requires 2 enhancements on the backend
   1. Support tag pari in the source. Current it is `key=value` string, we need an object to read value directly.
   1. OAL grammer of `funcParamExpression`. It should support `cast/as` function to transfer this tag(all tag values in protocol level are string type).
   1. Add new OAL script
   1. Add new dashboard component for this new metrics
   
   
   ### Use case
   
   Measure the latency of consumer, could check whether MQ server or MQ consumer client has good performance.
