[RESULT][VOTE] Release Apache Groovy 2.4.10 (take 2)

The result has passed with 3 binding and 3 non-binding votes. There
were additional binding and non-binding votes from take 1, but we
don't officially need those so I won't count them. But thanks everyone
for voting.
