Windows MSI installer fails completely on large disks

When available disk space is greater than some buffer in the Windows MSI installer, it overflows and 
states that there is negative disk space available.  On the 1.1TB disk I was using, the installer reported 
-850MB available; perhaps the limit is ~1TB?  This error prevents installation from continuing and leaves 
no alternate way to add Apache to the system.  The bug affects 2.0.46 and 1.3.27 alike, and probably 
all Windows installer versions.
