ok, I'm considering this ticket closed. the rules are currently in testing.
from my results, I'll likely remove the IADB2 tests since we can just use the
independent bits from IADB itself.
Most of the IADB tests give a low hit rate and may be removed, but some are
pretty decent. From the past 14 days:
