Some PMCs are not following the process, and are either not sending a NOTICE file, or not waiting 72 hours after the NOTICE has been sent.

At some point maybe the code can check the board mailing list and prevent incorrect additions.

But in the meantime maybe it would be worth adding a dialog to ask if the NOTICE was sent and if it has been 72 hours since the message appeared on the board list.
