Request for input on patches in QPID-1148

Hi folks,

I reopened QPID-1148 last week to further discuss abstracting the ways
to create and access the C++ broker's lock file and pid. These changes
are running without error on Linux, but if you have any input on this,
please include in the jira... I'd like to continue the effort to merge
all the windows changes to trunk.
