gpg verify should specify second param:
% gpg --verify ${filename}.tar.gz.asc 
see:
https://www.apache.org/info/verification.html#specify_both

Also the link text does not agree with the link for the following:

 link: 'struts2-secure-jakarta-stream-multipart-parser-plugin-1.1.jar'
 text: 'struts2-secure-jakarta-multipart-parser-plugin-1.1.jar'

 link: 'struts2-secure-jakarta-stream-multipart-parser-plugin-1.1-source-release.zip'
 text: 'struts2-secure-jakarta-multipart-parser-plugin-1.1-source-release.zip'

MD5 and SHA hashes are deprecated, and should not be used for recent releases.
Please replace the hashes for 
struts2-secure-jakarta-multipart-parser-plugin-1.1
and
struts2-secure-jakarta-stream-multipart-parser-plugin-1.1
