Repro steps:
Create a LXC zone with two lxc host in a cluster
Create a HA enabled Service offering
Create a VM  with ha enabled service offerings
Put host on maintenance which has this ha enabled VM

Expected result :
HA enabled VM should start on other available LXC host in the cluster

Bug:
HA enabled VM  stops but don't start on other hosts.
