As of 7.0.1, three years later, yes, I think it is still an open issue.
CloudSolrServer.Builder has two functions that have no effect: sendUpdatesOnlyToShardLeaders and sendUpdatesToAllReplicasInShard. They are not marked depreciated, and the javadoc implies functionality.
