This appears to be relevant to CLOUDSTACK-6975 where guest VMs are acquiring a DHCP lease from the backup router and subsequently unsuccessfully requesting a password from the backup router.

Once the backup router can successfully handle password requests then CLOUDSTACK-6975 may also be resolved.
