cluster connection is currently reverting to the postoffice after a binding is added to update the load balancing type from the cluster connection. this goes via the wildcard address manager to find matches etc. it is all unnecessary.

the message loadbalancing type is part of the remotequeuebinding (since ARTEMIS-2108), and can be referenced from that as that binding is added for matching wildcards as part of add binding. 

This reworks the fix from  ARTEMIS-1680 and keeps the test.
