Background:
JAX-WS uses JAXB as its data/parameter model. A JAXB bean can support SWA and MTOM attachments. (MTOM attachments are more common).
Problem:
In some cases an SWA attachment is not marshaled by the JAX-WS runtime. It appears that this occurs when a writer other than an MTOMXMLStreamWriter is used to write the message.
Solution:
I discovered a coding error in the JAX-WS JAXBAttachmentMarshaller. I till provide a fix
