Specifically, the ability to Copy was noticed as being different, but there may be others. To replicate, create two processors and change permissions so that you have permissions to view both but only permissions to modify one of them.  I also gave myself NO permissions to modify the group that the components are in. Select both processors in the UI. The palette gives the ability to copy the components but the context menu has nothing in it.
