The work is done in the connect branch: 

https://github.com/apache/felix-dev/tree/connect/framework
https://github.com/apache/felix-dev/tree/connect/framework.security

It passes the R8 core ct. While it switches to java8 as a minimum (required by the R8 spec) it greatly improves java > 8 compatibility - i.e., it doesn't need any {{--add-opens}} anymore and doesn't show warnings. 

Whats left is to merge it to the main line and get it released.
