I can replicate this too. As you say, it seems to be the length of the cookies, in particular a combination of the BUGLIST and COLUMNLIST cookies. The problem seems to be with Apache (or mod_jk) rather than JIRA.

To replicate:

1) Request a JIRA URL, and confirm it works, eg:
http://issues.apache.org/jira/browse/INFRA-415
2) Search in Bugzilla, and edit the columns of the search. Eg. go to:

http://issues.apache.org/bugzilla/colchange.cgi?query_format=specific&bug_status=__all__&product=Velocity&content=

then (optionally) change a column visibility, and click 'Change Columns'.

3) Revisit the JIRA URL http://issues.apache.org/jira/browse/INFRA-415
You will now get a 502 Proxy error:

Proxy Error

The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request GET /jira/browse/INFRA-415.

Reason: Error reading from remote server

Apache/2.0.54 (Unix) mod_ssl/2.0.54 OpenSSL/0.9.7a DAV/2 SVN/1.2.0-dev Server at issues.apache.org Port 80


(note the last line - the error is generated by Apache on issues.apache.org).
