This change is carried forward to python-installer. The trafodion bashrc is always installed, even if user already exists.

This has caused some complaints that any local customization is lost.  A small change to bashrc template would allow local customization to be kept across upgrades/re-installs.

> when upgrade install trafodion('trafodion' user exists), the bash installer script will not execute 'traf_add_user' script, so the new .bashrc file will also not be copied into trafodion's $HOME, which may cause some env issues
