[Checked signatures, NOTICE et al, source buildable, tests pass, 
directory structure meets i-g list requests.
  A naive
     grep -L "Licensed to the Apache Software Foundation"
threw up shell scripts in bin and bin-test but those do have short-form 
license headers.]

I have been grep'ping  for the URL:
    http://www.apache.org/licenses/LICENSE-2.0

I've also run the RAT over the source-release files.

Hmm -- the version number of RAT does not include "-incubator" in the 
jar version number, but is in the binaries and sources filename.
