   This PR makes sure reconciliation of the Integration state works consistently for all possible phases after the build.
   
   It _artificially_ collapses the `Deploying`, `Running` and `Error` phases into a single one, so that the reconciliation logic is exactly the same. The phases are still set on the Integration status for observability, but we should assess whether it makes sense to keep them, or turn the reporting into a condition instead.
   
   Fixes #2640.
