Add url parameter to Shell component

XHTML 1.0 documents with upcase "HTML doctype" is not correctly validated 
througn W3C validator. Changing it with a down case doctype will validate fine. 
I don't think SGML specifications require it to be downcase, but W3C validator 
behave this way so I think we should care about it as both cases seems corrects.
