[Bug 5902] HABEAS_ACCREDITED_SOI gets -4.3, but habeas accredits spammers

Things are working as they're supposed to here.  If a Habeas accredited system
is sending out spam, then reporting to them should get it handled, ideally
through monetary means followed possibly by removal from the whitelist (unless
sender fixes their issue).

So I'm closing this ticket.
