ozone admin container create command doesn't work

Cause:
The command fails at getCAList for the SCM Client to create a container

 

ozone admin container create -id=scm1 -o=hrt_qa
Execution of task getCAList failed, will be retried in 10000 ms
Execution of task getCAList failed, will be retried in 10000 ms
Execution of task getCAList failed, will be retried in 10000 ms
Execution of task getCAList failed, will be retried in 10000 ms
Execution of task getCAList failed, will be retried in 10000 ms

Expectation : Command option should be removed if not useful

Create container
  -h, --help            Show this help message and exit.

                        ServiceId of SCM HA Cluster
  -o, --owner=<owner>   Owner of the new container
      --scm=<scm>       The destination scm (host:port)
  -V, --version         Print version information and exit.
