Upgrade to the latest Lucene version

Hi all,

I was wondering if anyone is planning to (or is already) working on
upgrading the main branch of Solr to the latest Lucene version.

I’m about to start contributing a new feature (Add support for
PatienceKnnVectorQuery <https://issues.apache.org/jira/browse/SOLR-17814>),
which was introduced in Lucene 10.2.
