Reviewboard provides a command line tool (RBTools) which allows developers to post review requests by command line. 
It needs to be configured for the repository. The configuration is documented in https://www.reviewboard.org/docs/rbtools/dev/rbt/configuration/repositories/ 

Adding the configuration file as part of this jira.
