2nd Backport Package relase just about to be released

Hello everyone,

I plan to cut release candidate for 2nd wave of backport packages this
evening following  https://github.com/apache/airflow/issues/10014.

Since we had black formatting of "providers" packages, I think it will
be safe to release all of them (if only to make sure that line numbers
from master generally match those in the released packages).

If you would like some of outstanding PR to be included, this is the
right time to poke the reviewers (after rebase to master/applying
black, fix any failing tests, or static checks). Those PRs that will
be merged to master before I make the release will become part of
those backport packages.

There is an issue in the K8S backports (one of the biggest differences
vs. the last packages) so I am going to hold off with that one until
it's fixed.
