Current C# implementation of {{ProtocolSerializer}} does not use Tang dependency injection. That makes hard its integration with other Apache REEF components. We need to convert {{ProtocolSerializer}} constructor injection-compatible, create named parameters for the constructor's input, and update the related unit tests accordingly.
