Parsing insufficient for dates / date-times

In deserializing dates and datetimes, the DateDeserializer and CalendarDeserializer do not consider the entire lexical representation of xsd:date and xsd:datetime as described by the w3c. This causes interoperability issues.

I wanted to know if a JIRA is already open for this. If the answer is no, can one be opened.
