[Cleanup] Getting rid of DEBUG_LOG

Team,

There are 53 instances of checking for "if (DEBUG_LOG)" and then printing to either System.out or
System.err in java\src\**.java. 

Shouldn't we use the log4j category mechanism instead to set the priority for individual classes
when needed?
