Resolution: Not A Bug
Caused by having
MAVEN_OPTS="... -DlinkJavadoc=false ..."
in the ~/.mavenrc file.

At least after my fix to JXR-93, this works fine for me. Please see the it I added and see if it resembles your problem, since you didn't attach a test case.
