called off Oozie graduation vote

In case you are not following general@incubator, I've called off the
graduation vote for Oozie as I've missed the a non-required but
customary inclusion of mentors in the proposed PMC. I just was not
aware of that :(

We'll be preparing an updated proposal an call for a new vote.
