How to sort documents by minimum span between two keywords?

Hi. experts:

How to sort documents by minimum span between two keywords?
For example: For the request to search a "Shop" near "Washington", it makes sense that the edit distance between the two terms is smaller, the correlation is higher.

How can I to do this?
