Add copyright and distribution info to vldb.cls file

This file was obtained from the VLDB website, and did not originally
contain a license notice. I contacted the ACM and received permission
to distribute and re-use the class file from Bernard Rous, the ACM
Director of Publications, who suggested the particular file header
added in this commit.
