Netbeans User 2019 updated NETBEANS-3751:

    Description: 
Tabs are always reorder (I do not know on what sorting key) by each opening of IDE even if it is set:

Tools > Options > Appearance > Sort tabs when a document opens is set to "Sort nothing"

So I expect that will be kept in order before I close IDE.
