Vivek forgot the Changes file. :-) The issue should be mentioned
somewhere in the docs if it means anything under normal usage, I
don't know if it does, and I couldn't find a proper place to write it.

Unfortunately, make test doesn't pass for "EVERYTHING=1", only with a
subset of options... currently I've tested "PERL_SSI=1
PERL_STACKED_HANDLERS=1" which passes all tests. Next try is to add
one handler at a time until it fails.
