Why is XML dependency management such a mess?

Hi gang,

For years, we've been fooling around a lot to get all the core bits of xml
support in java working within gump then keep them working. It's somewhat of
a dark art to get right. Why is that? What is it that's preventing us from
having this "just work" without requiring 4 different versions of jaxp to be
in the workspace?

It feels a whole lot like building on sand.
