   Its work fine if i cleared everything (docker images,volume,container and 'openwhisk-devtools'  folder) and start again with make quick-start. But when  i want to restart everything after "make stop" its gives an error like "waiting for the Whisk controller to come up..........."
   
   steps to reproduced: - (ubuntu 16)
   1) make quick-start
   2) make stop or make destroy
   3) make start-docker-compose or make quick-start
   
   And you will get error like "waiting for the Whisk controller to come up........................................................"
