Empty subsystems list after restart

But when shutting down Sling and starting it up again, the subsystems are gone in the webconsole subsystem plugin. The related bundles for the osgi subsystems that were installed through a subsystem have all been put in state INSTALLED in the bundles list. (see screenshots)
