[NOTICE] IPMC VOTE on recommending Fluo graduation

This is just a heads up for those not watching the Incubator mailing list,
that there is now an ongoing VOTE thread on the general incubator mailing
list for the IPMC to recommend the graduation resolution to the ASF board,
to graduate Fluo from the Incubator and establish it as a TLP.

This is a recommendation vote. If this vote passes, the next step is to
present the resolution to the board for approval, with the recommendation
of the IPMC.
