One of my friend found this: when he run a forum which programed in Perl at 
apache 2.0.43, the login script read the cookie which been wroted by 
javascript, if the cookie's value is chinese, the IE will show mixed codes, but 
if the cookie's value is english, the IE will show it normal. Also, we change a 
version of apache, such as 1.3.20, 1.3.27, IE will show it normal both.
