Bugzilla is the wrong place to ask questions.
The struts committers put alot of effort to bring us this great product and its
all for FREE! Raising a bug ticket causes them extra work and its bad form when
you haven't even tried to ask this question on the struts user list first.
I suggest you close this bug marking it as "INVALID".

P.S. Its failing in the class OssLayout (which isn't even a Jakarta class, let
alone a Struts one) when its trying to do some logging. You probably spelt the
name(s) of the validation config file(s)wrongly in the struts-config.xml and
its trying to log that, but the logging is failing. You need to sort out why
the logging is failing first, then working out whats wrong with your validator
configuration should be easy.
