2.1.0 version is too old :(
We are currently going to release 3.0.3 which I do recommend (https://builds.apache.org/view/M-R/view/OpenMeetings/job/Openmeetings%203.0.x/)

The root problem is here: "student www can not record anything and can not hear anything during the test"
I doubt problems are caused by "being outside your router" unless it drops RTMP packets

you can additionally check your devices/flash settings using demo.dataved.ru/openmeetings (has latest 3.0.3 installed and open registration)
