User Permissions blueprint

Hey, a while ago I opened a blueprint PR for User Permissions ("Role
Capabilities" or just "Capabilities" today, proposed renaming to
"Permissions" to avoid confusion with "Capabilities" of servers and/or
required by Delivery Services):

I meant to send an email to the list about it that weekend, but it seems I
