    Resolution: Not a Problem

Turns out this wasn't a bug. I was passing in the wrong content fragment id. Since version 2.2.1, fragment ids must be fully qualified. Example:

    <fragment id="my-layout" type="layout" name="jetspeed-layouts::VelocityTwoColumns">
        <fragment id="my-portlet" type="portlet" name="nested-portlet::MenuPortlet">

The id for my-portlet would be  "my-layout__my-portlet" 
Note the two underscores to follow the path of the fragments
