[I] Report worker-pool saturation (tooling-trusted-releases)
sbp opened a new issue, #1685:

When the worker pool reaches `max_workers`, `spawn_worker()` silently returns without logging or signaling that the pool is saturated. This makes it difficult to diagnose performance degradation.
