I wrote some additional tests to capture how dependencies between validators 
currently works.  These tests pass with the nightly build version of the code 
prior to any changes, so should be useful regardless of whether or not the 
proposed changes are acceptable to the community of validator users 
(particularly struts). :)  

These tests were initially attached as the first patch to Bug 18689, but I've 
rebuilt the patch for the current CVS head and attach it below.
